This could be a sign of mealybugs, a common pest that can infest Aloe vera plants. Mealybugs are small, white, fuzzy insects that feed on the sap of plants. Remove any affected leaves and isolate the plant to prevent the spread of infestation. Consider applying an insecticidal soap or neem oil to the plant to eliminate the mealybugs.
