This is probably aphids or (more likely) mealy bugs or scale insects feeding and excreting sweet honeydew onto the leaves, where the sooty mould grows on it. Control these pests with PY Insecticide from Vitax or Resolva Bug Killer from Westland. Once they have gone, the sooty mould should gradually disappear.
