As a general rule you should be safe planting out Dahlias in mid-May. If you do get a frost after that time, the tops might be blackened and flowering delayed but the tubers should be safe. To slow the growth until planting out, cut down on watering slightly to hold back your plants - this should also encourage them to flower a little earlier.
